Uno stato è fatto di parecchi ministeri che lavorano insieme per dare ai suoi cittadini il servizio loro hanno bisogno e anche mantengono i bisogni essenziali per la sicurezza del paese. Ogni ministero ha i suoi interessi e lavori secondo il suo piano per non perdere molto e anche dare quello che si suppone che si dia ai cittadini e lo stato. Un capo intelligente è quel che che sa come lavorare con i suoi ministri e ministeri particolarmente se il sistema nello stato dice che i ministri devono rappresentare i partiti politici che lavorano in questo. Ad esempio il ministero di finanze preferirebbe non andare a guerra per non causare il danno al suo bilancio. This influence could destroy the state and make it at the end only a servant for another states or powers.Although democracy talks about the importance of including all of those who represent the people in every decision that is made by the leadership, still this policy is not healthy once the state is in danger or should decide a serious quick decision. I this situation the president is the important actor that should be smart enough in order to decide the best for his nation and also try to satisfy all of those who are representing his people. This ability is not found in every leader and that’s why tragedies sometimes happen once one person decides what could destroy millions that stand behind him.
