Directing the Conflict…a Real Solution or a Temporary Choice which will bring more Damage?
Since its establishment, the Israeli state depended on its security forces and intelligence agencies to assure its security. Today Israel believes that the reason which stands behind weakening the Palestinian attacks is the effort which the security and army forces did.
Israel started building its intelligence and security forces before the declaration of its establishment.
Jews who were living inside Palestine succeeded in convincing many of those who were serving in other countries to come and join the Zionist movements in accomplishing the dream of making a state called Israel. There was no trust in the Arabs who lived with them and the goal was to try to seduce as much as possible through money to try to know more about the Arab plans in Palestine.
Today Israel has two intelligence agencies which are considered from the best in the world; General Security Service “Shabak” which works inside Israel, and the Israeli Intelligence Institute “Mosad” which works internationally. Both institutions cooperate with many other international agencies and succeeded in leading the intelligence world in a way or another.
The main goal which was set for the Israeli intelligence was to try to recruit as much Palestinians as possible whether in its first row or ordinary people who may help in gathering more information about the Palestinian movements. This does not end here but indeed the Israelis were also interested in recruiting as much as possible inside the Arab world, the Middle East, and the world in general.
Although the Israeli intelligence succeeded in recruiting many Palestinians which helped in bringing crucial information for Israel about the Palestinian movements through history, Israel did not succeed in shutting down the Palestinian movements. In other words, a directing of the conflict took place and no real solution was found out.
The Israeli Political leadership tried to act in the same way by directing the conflict instead of solving it. The reason is that finding a solution will cost Israel serious decisions which no Israeli leadership was or is ready to take responsibility of. While the Israeli intelligence and security forces were growing and succeeding more and more, the Palestinians, other Arab movements, and different International challengers were creating a kind of immunity against the Israeli well organized forces.
The Israeli intelligence did not only work for the sake of bringing information about Palestinian activists to try to target them but indeed believed that it is possible to grown their own people inside the Palestinian leadership. This is similar to the American attempts which were made to create friendly governments in Vietnam, Korea, Iraq, and now in Iran.
The plan is to support oppositions inside each country which was considered a threat or not cooperating. This is similar to the Iranian coup in the fifties, the Palestinian internal tension in the days of Yasser Arafat when Abu Mazen tried to take the lead and the Lebanese crises after the death of Al-Hariri. Usually International Intelligence services stand behind such changes. However, this can be made through different channels whether it was politically or in other ways.
The real question is whether all these efforts did bring real results for any country or whether it is a temporary treatment for a certain confrontation which after a while rises again. No one succeeded in creating an allying government which lasted more than a few years because since the day it is created, the people has a reason to rise against it by accusing it of betrayal. The whole idea of directing a conflict sounds like a temporary solution that usually ends in bringing a more dangerous confrontation. Currently, the Palestinian movements seem to be divided, weak, and far away from launching an attack against Israel. Israel may consider this a great achievement which invested in maintaining the Israeli security. At the same time no Political solution seems to be coming.
The period between the first, the second and third Intifada looked similar to the period we are living today and the end of each of these periods witnessed a hard result that caused more violence and a new round of fighting and hate. The Israeli security efforts never dealt with the Palestinian issue since it always worked for today’ security and no solution was found for tomorrow’s possible change.
The difference in this conflict is that two peoples are fighting on their existence and are really mobilized by their history and national motivations to keep on struggling till the end. Directing the conflict in a way can never bring a real solution for any of both sides. This sounds similar to President Obama’s reason for a change in the United States policy in the area. President Obama is convinced that there must be a change in policy because the past attempts did not succeed in creating a calm Middle East but indeed turned it to become the key of peace or war in the whole world.
Currently, the Israeli political leadership is convinced the conflict can be directed for another four years until the next Israel government comes to lead. The question is whether this is only bringing a temporary treatment for a threat that will become more dangerous in everyday which passes without finding a fair solution for both peoples.
