A state is made of several ministries that work together to give its citizens the service they need and also maintain the basic needs for the security of the country.Each ministry have its interests and works upon its plan in order not to lose a lot and also give what it is supposed to give to the citizens and the state.A smart leader is the one that knows how to work with his ministers and ministries especially if the system in the state says that the ministers should represent the political parties that work in it. For example the ministry of finances would prefer not to go to war in order not to cause damage to its budget. From the other side, the army would prefer to go to war or make cautious moves, so it can get more money from the state or simply prove for other states that it exists and can affect on the situation in the international community.The leader or the President is always affected by the different points of view around him and should have the ability to decide alone at the end what is the best in his opinion. A week leader is the one whose decision is affected by the people that support him or the ministers that are in his government. In some cases, ministers or these people could be representing ideas that serve other states especially if we are talking about a third world state or a medium powered state. This influence could destroy the state and make it at the end only a servant for another states or powers.Although democracy talks about the importance of including all of those who represent the people in every decision that is made by the leadership, still this policy is not healthy once the state is in danger or should decide a serious quick decision. I this situation the president is the important actor that should be smart enough in order to decide the best for his nation and also try to satisfy all of those who are representing his people. This ability is not found in every leader and that’s why tragedies sometimes happen once one person decides what could destroy millions that stand behind him.
