Two States Solution..A Nice Title without True Intentions
Tsipi Levni, who is the leader of Kadema, made it clear to Bibi Netanyahu that she will not join his government without admitting a two states solution with the Palestinians. Netanyahu responded by asking her whether she really wants to give the Palestinians a state with control on borders, army, and a freedom to make alliances with states like Iran. This argument resulted in losing the chance to create an Israeli unity government.
Fatah and Hamas Palestinian leaders are negotiating nowadays in Cairo in order to end the Palestinian division. Khaled Mashaal, who is Political leader of Hamas, stated that resistance must be recognized in order to succeed and create a Palestinian Unity government. President Mahmoud Abbas stated that any future unity government must recognize the two states solution with Israel. Nothing is clear about the negotiations but some Palestinian officials said that there are true intentions from both Fatah and Hamas to end the division between them.
The idea which Fatah and the Egyptians are suggesting in order to create a Palestinian unity government says that Hamas is not obliged to recognize Israel’s existence but the new Palestinian Unity government must recognize Israel’s existence and give a chance for negotiations with Israel. This suggestion means that Hamas will not have to act against its agendas but will have to allow the Palestinian liberty Organization to hold negotiations with Israel. The Unity government will end the siege on Gaza, open the borders, and improve the Economical situation in the Palestinian territories.
Tsipi Levni knows that Netanyahu will not be able to continue with a right government for a long time. The reason is that once any kind of argument is started between the right parties, they will leave Netanyahu’s government and search for someone else to support them with their demands about the budget. However, Tsipi’s refusal to join Netanyahu in a Unity government is not because of her real intentions to make peace and two states to end the conflict; Tsipi wants to see herself a Prime Minister and will never let her dream vanish. Therefore, she is betting on Netanyahu’s fall in one year.
Although the moderates of both sides are fighting inside their communities in order to gain a reorganization of the Two States solution from the right parties in both sides, they themselves did not succeed in bringing anything out of their suggestions and programs in the last two years. The real reason behind their decision to stick to the Two States solution is because of their will to keep on being supported by the International community and other important elements in it such as the European Union and the United States of America.
Currently, the hegemony of the world, which is the United States of America, decides who is a good partner and who is not. The new American administration stated that the Two States solution is the right choice to end the conflict in the Middle East. This solution was never discussed by the Americans in details; they want both the Palestinians and the Israelis to go into details and negotiate about demands with each other. However, this strategy did not succeed under Former president Bush’s administration. Therefore, a decision was made to open a permanent office for Mitchell in Israel. This means that the united States want to keep Mitchell in the area to accompany both sides in their negotiations. However, this seems to be hard to achieve since the Israeli next government will not act with the American suggestion seriously; Netanyahu made it clear several times that the Palestinians are not ready to get a state and that the real threat which he wants to face is Iran.
Although administrations are being changed and new ideas are being suggested in order to end the conflict, the current situation reminds me of the period before the beginning of the war on Iraq. The United States needs to face the Iranian threat either through diplomatic channels or other ways such as use of force. Therefore, the United States wants to face Iran without its supporting allies and in order to gain an Arab support, it needs to show a real intention to end the Israeli Palestinian conflict. This seems like a difficult mission since neither Israel nor the Palestinians are united to take decisions through negotiations. It will take several more years until both sides will be politically ready only to sit and talk about solutions.
